Stakes and given the stakes?

I am reading that Mr. Lee has made promises that he must live up to in order to keep investors happy and economy growing... The stakes would be referring to the investors and economy, which are directly affected by Mr. Lee's response concerning the warship's sinking. Hope it helps. ; )
